I've summarized my thoughts in this blog post.
ROTS is a small Rack-based OpenID 2.0 provider for testing relying-party implementations. It supplies predictable identity and server endpoints so an integration suite can exercise discovery, association, authentication, and extension handling without depending on a public provider.
It is a test server, not a production identity provider. Its responses are driven by the test configuration and request parameters, making it useful for deterministic client tests.
